A lot of newbies assume that 2-star recipes are only found in tier 2, or that 4-star are only found in tier 3 because they've simply been unlucky with the recipe spawns.

My suggestion is that basil should always have a minimum of one of these high star recipes, and possibly reduce the maximum number by one to compensate.
