Right now I have a duskar coat and an elemental hood. Should I keep on this path for a skolver and divine veil? or is it a better idea to ditch one and go for a complete set and either avoid piercing or elemental baddies but have better defense in one area?

But that really doesn't answer my question. What do you mean by more specialized sets? I'm f2p so getting more than one set at 5* is going to take a while so i'm asking if this setup is viable for T3 or if i should ditch now and go with a complete elemental or skolver set
Apologies, I'll go more in depth.
Assuming you are a swordsmen, and you wish a hybrid set, vog cap and skolver coat works well.
For you generl purpose set, it is great. But once you build, for example, a full skolver and full vog, you will not use the general purpose set.
My advice is to build a skolver coat and vog cap. This protects you from 2 of the damage, at the expense of putting in more effort at dodging shadow attacks.
My suggestion is for you to keep the set you currently use, but start putting money into crafting a vog cap, then finishing the ashtail coat into skolver.
This is for swordsmen's armour. Should you be wishing for gunslinger's, it follows the same basic pattern of wolver gear. Piercing up to 4*, branching off into elemental and piercing at 5*.
Building general purpose sets is good and all, but in the long run, when you do get proper defences, you'll have payed more, assuming you built a piece of 5* that you will not be using later on.
If you use swords and you want to own just one armor set, then I strongly recommend Divine Veil with Skolver Coat. It was even better before Arsenal Stations, but it is still great. My secondary character uses this and nothing else, and does all of the Clockworks in it, and has no plans to get any other armor.
However, Demonicsothe is right, that once you have multiple specialized armor sets, you will rarely use Divine Veil with Skolver Coat. My primary character almost never uses it. But he uses Skolver Coat often.
So definitely get Skolver Coat. If you plan to get multiple specialized armor sets soon, then maybe don't get Divine Veil. But if that's going to take a while, especially since weapons are a higher priority (?), then get Divine Veil.

The reason you see less bars of defense in your character loadout as opposed to the defense of a certain item is simple.
Each piece of armor/helmet only accounts for half of your total defense.
Your Magic Hood line mixed with the Wolver Coat Line is a good set-up and, if you make a Vog Cub Coat or Snarbolax Coat, should serve you considerably well in Firestorm Citadel.

i personally use volcanic demo helm + radiant silvermail for lockdown, defender class.
even though i don't have that much defense, i have tons of hp to compensate for that.
You don't actually get more hp with that combination, you get the base 5* armour + guardian mod hp.
Other players could potentially have the same amount of hp for much more defence.
Ashtail and skolver have the same stats, minus a low sword dmg bonus and more piercing/normal/freeze. So staying at ashtail and 4* elemental hood should hold you over until you build some more specialized sets.
