The only time I got
The only time I got consistent lockboxes in the prize wheel was when I was actually opening boxes. Usually I'd get a new box right after I'd open one. Yeah, not rigged at all >.>

It's definitely rigged somehow. I have only gotten 1 in my whole time in SK and I do a lot of arcade runs.

I get lockboxes pretty much
I get lockboxes pretty much every 3rd or 4th level in the clockworks. During the Explorer Pack promotion, I'd get one pretty much every depth, and in turn got a bunch of wolver tails from them.

I had a few.
I had about 5 or 6. I sold them all and never got one again. Not that I care. I just sell lock boxes as they are otherwise totally worthless to me.

ive only gotten 2 lockboxes

Ive gone into the Clockworks
Ive gone into the Clockworks heaps of times, and EVERY TIME i see a lockbox, its ALWAYS under the prize i actually get, which is either crowns or a 0-3* mat. Ive only gotten one, and i gave that to a guildmate to open.
