i dont know...
I dont know man..i am waiting too..i really like this game but the guild functions are very poor in a level to question yourself why i should make a guild or participate in one...?This game need an update no cats and ears...I ll leave this game if it continue this situation...I know that is important to spend some kids their money on a game to help it grow but seriously accesories will not solve the problem for a long time but a good and intersting update will really help new members and old to play this game...

The guild hall can be used for guild chats, inspect, trading blah blah, but we can do that anywhere so its almost useless.
Hopefully the update comes soon.

The answer is simple
Many would argue that it takes time to develop awesome content and so forth, but aside from all that, consider the fact that some games the content is released sooner with a much smaller team of developers, Just saying, Some-one is getting the short-end of the stick.

I don't see it anytime soon, there is new content incoming:
- Danger Missions.
- New Crimson Hammer.
As OOO spaces out content a lot, I doubt that the new guild features are their preference, as these months were "for new users" and now in theory is "new content". So most likely midsummer...?

By then PSO2 will go mainstream by then, and no, this is NOT a violation of TOS , Hence PSO2 is owned by SEGA.
