Well with Basil they're rewarding you for hunting for it. HoH is easy to get to, theoretically anyone can get to it. So rather than flood the market, it's just for the person who's taken the time to get there. All Mission rewards are bound I think, think of these as rewards you pay extra for.

Your only option is to sell them at a stranger vendor for 10cr.
