What if when OOO started working on the game....
They started with the Core.
As in they made the Core first and built the world up.
And that means they are holding out on us.
And further proves the conspiracy OOO has against its users.
Or, I'm just paranoid.

I played during the very first alphas. The core wasn't even mentioned until relatively late in development; the mythology wasn't worked out until long after the game mechanics.
Even if they HAD made the core years ago, a lot of things have been added to the game since. It's likely that any version of the core would be rewritten substantially to take advantage of modern game features.

They made a Core room...
...back in the betas, with a Gremlin cheering and some treasure boxes.
But the Core, as lore says, isn't truly made yet. Though the Sanctuary tiles/background may be used inside it.

Truth be told, I do miss the treasure boxes found in the "core" during beta... as it is now, that last terminal is there only for ambience. It's cool the first few times, but after that it becomes an annoying waste of a loading screen.

I think they've decided not
I think they've decided not to put any more content into the files regarding the core because of a certain well known spoiler program.
It's quite likely that the core is nearly finished and they're just designing story content leading up to it.

That's what I'm guessing too. I'm sure the Core is in a dynamic state, as in changing as ideas/the game changes. But I'm guessing a good chunk of it is completed and the 'story' is written out (but still in that dynamic state)

Did you know they actually deleted files from the game?
I found at least 2 models wich 'dissapeared' after reinstalled the game ( i have tons of backups, i always check size differences to find anything. You can call me crazy). A mail from support confirmed my toughts, not to reveal spoilers I'll only leave this part:
"The models you are referencing are no
longer in mass distribution due to the combined possibilities of spoilers and
that they may no longer accurately reflect the game. However, older client
installs will still have some of these resources as they are not deleted in
the patching process."
This means if you have an old client and never did a fresh reinstall you'll find some goodies wich for some reason got removed from the new isntallers.
And yes, the thing was from around october 2011, might be related to sprial spy.

I had tons of conspiracy theories, but an alien took them all!
It would make sense from a logical perspective, to start with the core then build the planet around it. Since obviously, to construct the planet, you would need a power source of some description to run it all.
But Three Rings isn't building a planet, they're building a video game.
And everyone knows logic doesn't exist in video games (or video game development).

But, but....well....IN UFSC, you start at d24. With the unknown passage and Sanctuary that puts you at D30 (math right?) ....so perhaps its where that Elevator from the core Terminal would lead to?

Also do you know why when you go to a swarm place it's on "???" ?
I do; the gate map will only go as far as to D29, and since you go through 7 stages from D24, the depth number wouldn't show once you reached the Sanctuary; because there is technically no D30. So they created a "???" floor, decided to put the whole UFSC run under "???", and made it pretend it was because of the swarm.
Eventually they did that to the other swarm runs as well so that there would be consistency.
If that isn't enough proof Lanieu and I put on the tables, go look at the Echo Stones dialogue in the wiki. If that isn't the Core talking to the the knights via the stone, I dunno who else is.

Do the ??? levels from Crimson Hammer have the same damage values? Mainly Tier 1 and 2 versions, maybe some day the Swarm may be higher than "deep tier 3" then.
I wonder if the new "Legion of Almire" content will also be in "???" floors.

Yeah I have 3/4 of the echo stones. Something is talking to them....and its warning them. And that something has to be "in" the core.

In a logic context I can see why OCH is in ??? floor; because it's not in any floor of the clockworks, but nor is it in the surface of Cradle.
And to someone that might ask this, Ironclaw Munitions Factory was only based in the middle of the Clockworks so that it could be the closest possible to Haven so to be able to launch the RT but without being noticeable to the Spiral Order for as long as possible.
