There actually is one way, and one way only (right now).
If you don't already have the Guardian pack, you can get someone to trade it to you via Steam. This includes an elevator pass.
(Hey, I never said it was a practical, repeatable, or affordable way.)

Either you make someone send you the money to buy one on Paypal or smth of the like or you give 'em your account informations and make 'em buy you one from th- help them in scamming you of all your stuff.
Nope, they're automatically bound and activated upon acquisition.
