There really is no way to further balance lockdown
There are checks and balances to every element of lockdown. For example, killing a max UV'ed Skolver clone is pretty simple if you know what you're doing. There's already enough exceptions to the fact that you need skill to be successful in the game, I really don't think there should be anymore
