Alright, we've all seen other MMOs that have equipment with slots in them, and after looking at this game's solution to upgrading gear above it's base stats, (see: UVs), I think that having it 100% based on a low proc-rate is a really terribad way of doing it.
Now I'm not saying get rid of those procs altogether, I think we should keep them in, just keep the effects lower so that people don't have to "Ragecraft" because they feel like they have to have the BEST possible UV for EVERY piece of gear in their inventory.
What I AM saying is that I feel this game could probably use something akin to other games' 'slotted items' method of item enhancement.
Many of us are familiar with World of Warcrafts Gems/enchants, or possible Ragnarok Online's card-based weapon slot enhancement options.
I'm suggesting something along those lines, let us customize those 5* items without having to result to buying an overpriced UV item, or spending absurd amounts of CE and mats attempting to get the perfect UV to shore up the holes in our knight's defenses.
They could be something like, cogs, or gears, to fit in with the mechanical theme of the game.
I think this game could definitely use something like that, and it would make the crafting system slightly more robust.
