I've been doing my grinding for pages mainly in the dark city stratum for a while now and the only black kats I've seen so far have been all outside of dark city
now I'm told that these kats should spawn in place of any kat, anyWHERE, the problem is has dark city been barred from this? am I really just unlucky and this is all a paranoid coincidence?
am I really unlucky or is there another glitch in the system

Nothing beats candlesticks except maybe that one level that has a key and multiple small rooms.

No, all of dark city has plenty of cats, and yes I do mean ritual road, stygian steeds, the other place
I'm a little miffed though
Paranoid, I'd imagine. They've been spotted in danger missions and shadow lairs, so I see no reason dark city would be exempt for some reason but they would not.
