It was stated that that buff was not the slug buff mentioned by Nick. And no, I am not finding where whomever said that. I don't care if you believe me.
Also, if that is the case with the tortodrone then I do believe the developers technically did a poor job and that they technically made a poor decision. Because technically, people want the real tortodrone and not a prop. But I don't think this is the case. I think, that there really will be a tortodrone for us to fight. I think it'll be next Summer, but...
