if it's a level editor, already been suggested, good ideas, search a bit and you'll find lots of discussions on it.
if it's gear, I've only seen it once here, and ok, same discussion as above.
if it's costumes, I think I've seen it here, and ok till it's only cosmetic.

It is about gear creation(from scratch).Costumes are fine too since they are similar to gear in that they are equipped,animated,textured,modeled.etc.

I thought of this because since it's an F2P game, I(or we) might as well help OOO in some way(other than buying energy or playing the game).My way of helping would be to create some weapons and test them on a default character in a testing environment.Currently I believe I can only edit the files in SpiralSpy and only view my creations there but not see it's affects on gameplay.

While this is a good idea, what do you think OOO will have to do? Give credit to every person who made something. And, eventually, the game is no longer made by OOO, its just updated and released by them. All content has now been made by the community.

Nice enough idea though.

Valve uses community made items in its games and look at it, it has made profit from that and is still a game made by valve not the community.They do not need to give credit.
