It's a 5* Sudaruska with Attack Speed Increased, High, and Charge Time Reduction Medium.
It's bound to me unfortunately, so if you really want it, you'll have to provide the energy to unbind it (and I don't know the price of unbinding) but I'll make it go at a lower price than what you offer if I take it (cheap since unbinding is expensive). I don't think I'll ever get enough to unbind it at the moment, but I don't want to see something decent just go with an inactive account.
