So I have a wicked whisker. Is it better to build the 3* kat armor or upgrade the 3* cowl to 4*?

Came back after a year, realized that I had a crown of summer unused from years ago, looking to sell. However, i have no idea about the prices of any items at all and am worried about being ripped off. Also, Looking to buy whatever dragon wings would match arcane salamander suit, personal color is that blue color.
