Hear me Out, I know that Dual Wielding has Been dismissed/overdone in the Past... But I've an Idea here...

The Brunt of the Idea, is that you can Link adjacent Weapons. They are Counted as one weapon when Scrolling. It changes the Shield Bash Option into a 360 degree Temporary Block. Press Attack Button, get Mainhand Attack. Press Shield Button, Get Offhand Attack.

Now for some details.

Linking Details
You can only Link adjacent weapons, and links can only contain two Weapons. This means that you can have a Max of Two Sets of Weapons.

Attack Details
You can only use one Weapon's attack at a Time. No Charging Bombs While Shooting Faces.
While you're using Linked weapons, The time before you have to start a sword Combo over is increased. This example uses a Suda and a Rigadoon.
Rig1>Suda1>Rig2>Rig3>Suda2
Dual Wielding would also make Reloading a Gun harder. (Or interfere with the Gun's Ammo Generation, if that's your Headcanon) Meaning that the Time you have to wait to avoid Reloading would be increased.

Blocking Details
"Shield" Strength could be based off of the * value of linked weapons.
When you Press the Shield Bash Button, You Spin in place. This Knocks away Nearby foes, and Grants damage reduction for the Duration.
Simply using it would eat up a portion of the Shield bar, regardless of if anything was blocked.
After the initial Cost of using it, a % of the Max Shield Bar would be subtracted for each hit.
Damage taken this way is reduced by 80-90%.
If the Shield Bar is reduced to 0 before the animation is over, Any more hits would be taken link normal.
You cannot be Interrupted while Blocking this way.

Miscellaneous Details and Options
Switching to a Linked Set places your Shield on your back, Granting Damage Reduction (Not immunity) from certain angles. This Reduction would be based on the Shield Stats.
Maybe place Special Modifiers on any linked bomb. This modifier would Decrease the BASE values of bomb Damage and Charge Time. (These modifiers would be applied Before any CTR)
Maybe Give the option of Tossing Bombs a Set Distance While using a Linked Bomb.
Another Option for Determining the "Shield" bar While using Linked Weapons could be the combined Damage Stats.
