I've uninstalled-reinstalled, looked to see if my drivers were outdated, and has seen no change.
This commonly occurs when there's many things spawning-monsters-people-and now balloons!
Pretty sure I've done it all...

Sk has issues with texture correctness overall. Often under load or bottleneck sk will use an outdated or bad texture target when drawing something. Starving the sk process of CPU resources reveals that invalid and partial textures will be drawn, instead of the OpenGL stack waiting for a texture update to complete before proceeding with a draw call.
