My Gran Faust has a UV of dealing extra damage against fiends low. Since my damage is at maximum, when I look at the stats in my Gran Faust it says its damage against fiends is high. Would this make a difference in damage? Would I be doing normal damage against fiends in tier 3?

I agree that your fiend+1 UV is useless on a Gran Faust, because you're not going to use that sword on fiends (I hope). Go for a new UV.
To answer your specific question: You might want to read the wiki page "Abilities". It describes how much increase each kind of bonus gives you. For example, each level of damage bonus is about 7%.

This doesn't make any sense to me. What do you mean that your damage is "at maximum"?
* Are you saying that you're fully heated? That has nothing to do with damage bonuses like this.
* Are you saying that Gran Faust's displayed damage bars are full? That doesn't mean anything. Those bars are notoriously inaccurate, and they can easily extend "beyond the end", and they have nothing to do with damage bonuses like this.
* Are you saying that you have damage bonus +6 (Maximum!)? Then I don't understand how you got down to +3 (High).

If you already have damage+6 on your Gran Faust, then adding another damage bonus of any kind is useless, because all damage bonus over +6 just counts as +6. See the wiki page "Abilities".
In general, CTR and ASI UVs are preferred over damage UVs, because the latter apply only to one monster family (never including Vanaduke or PvP). On the Gran Faust, there isn't much point in CTR, because the charging will always be slow as molasses. So try to get ASI on that one.
No. Your damage against fiends will still be deplorable. I recommend re-rolling for a new UV.
