Footprints are a huge giveaway and nerfing of Recon. I believe this is a bug that OOO unintentionally left out, so I can only suggest if anything to cloak footprints along with everything else in Recon. Having footprints visible is kind of annoying.

Maybe even take out footprints in LD entirely, that might be easier to code.
Removing footprints entirely would be better. There's no reason to render them for any other reason than causing more strain on less powerful computers.
I rarely see recons in LD, I'm guessing that it has something to do with that.
The Recon Cloak isn't meant to make you 100% invisible. If you remove footprints, what else would you put in their place to make recons not completely invisible?
I'm not saying I'm not on board with the idea, just that with the idea of recons and how they function, they would need something else to take the place of footprints if they were removed.
On some maps it makes sense, you can see footprints in the snow. I would be ok with them removing the footprints in the other maps though.
Step 1: Be scumbag who will do anything to win
Step 2: Modify particle effects for footsteps
Step 3: Murder all Recons because even though the footsteps are inconsistent and easier to see on some maps, modifications allow for them to always be conspicuous.
Step 4: Win.

I still do not think they meant by footprints being the weakness of Recons. They might have meant if you're frozen, on fire, stunned, et cetera. If you use recon you cannot cloak status effects, but correct me if I'm wrong.

Sometimes these types of things are thought too hard over and in reality, maybe the definition doesn't mean anything at all. Maybe they just typed "nearly invisible" because they left out a few bugs that they weren't sure if they'd be cloaked by the recon cloak or not.
