You get a UV at ~10% per time you craft something. This includes upgrading, but not if the item already had one and you transferred it. When it happens, the UV given will be completely random, with only the constraints of the item being considered (no increased attack speed on armor, no increased defense on weapons, etc.)

By the way, please refrain from using all caps when making messages. I find it rather annoying, personally, and know of many others who feel the same.
