Shh, I'm going to make that suggestion after my friend finished the art and the test texture so you can see what it would look like in the actual game, I'm open for suggestions on elemental status (I'm thinking shock) and piercing status (not stun)

On the actual topic, wouldn't the double hits instantly break the freeze? A possible solution would be to make it so only the projectile had freeze chance

You should talk like this. This is how a normal human being types to communicate online with other (hopefully intelligent) people.
This is a terrible idea. Not only does the Winmillion randomly cause Mecha Knights to shield, but it causes everything else that dodges bullets to dodge around. Gremlins, Devilites, and Wolvers mainly. Now what would a freeze Winmillion have to be typed as in order to be moderately effective given the monsters that dodge it? That's right, Elemental.
Now let's think about the Winmillion's current mechanics. It has a six-hit attack. Why, in the name of Vog, would you think that having freeze on any of those six hits (or even just the bullets) is acceptable? If you shield cancel like you should, you'd be instantly nullifying the freeze, thus destroying the point of this weapon. Leave freeze to the handguns, the bombs, the Glacius Charge, and the Triglav's second swing. In those cases, you're less likely to break your own freeze (unless you're alchemer switching with a Hail Driver which would be silly).
If you want a Winmillion clone that does some sort of status, it has to be poison, fire, shock, or stun. It cannot be freeze because that status is useless on non-charge attacks.

It would be better to make it a 5star version of Winmillion with freeze status, also this thread should be moved to the Suggestions rather than general discussion.
Personally I would prefer a 5star version with shadow and fire damage.
