Well...
For me it's unusual, as it's the first time I've seen this before.
I think it's justifiable that way.
For me: this is the first time I've seen this kind of thing.
For everyone else: this is perfectly normal.

It doesn't last for very long, it's when several games end at once before the play again timer kicks in and they all start back up or are condensed into one another again. Games don't start instantly.
