Mostly yes. Like.. an 85% yes.
The conditional being any other factors besides damage, which means that you can use your imagination when it comes to it. Will getting rid of some of my damage and CTR med in return for an extra richochet or explosion or radius or whatnot be worth it? There is usually no objectively true answer.
