They are working on other things too.
Companies can work on multiple things at once.
I'd assume you can do both math and English classes within the same day. I might be able to see the results of the math immediately but that doesn't mean nothing happened during the English class.

Let's face it, they didn't put just a reskin, the gun is new and so is the shield. They could have done worse, and just reskinned a polaris and an owlite shield, so be glad they didn't. But I must admit, I wanted to see a green chef coat. :(

I am as sick of promos as you are, but there's nothing to do about it.
OOO needs money in order to make money. That's why they probably have to throw in lots of promotions. It's very likely that there will be new content coming out along with some balances and changes.
