Punch's Variant Forge allows you to try your luck at adding a unique variant you desire to your weapons and gear!
At least it would be fair.
A more fair approach would be to make recipes for UV tickets, and allow us to apply them at the standard cost of 1/2/3 variant "roll" + UV ticket itself to apply a specific UV to our gear. All UV tickets should be obtainable through crafting and/or mission completion, but not through "chance". UVs applied in such a way would be lost when the item is unbound (silver UVs), and kept (golden UVs), but those "trade-able" UVs would be harder to obtain.
Missions could be "kill 500 wolvers" for ASI bonus (repeat several times to exchange several "low" tickets into a better one, like 3x Low can be exchanged for a Medium, 3x Medium makes a High, 3-6x High makes a Very High (thats a lot of grind, but its BETTER than Abysmall Black Kat grind happening at this time).
I've always wanted the option for UV's to be unique, viable way to upgrade because it would be a foreseeable quest grinding path. I sort of like the idea of of those "un tradeable UVs", but I'm not entirely sure.
I think we could keep the current system, but being able to lock and upgrade the UV's of your choice or at least rerolling the same particular UV that you want would let people grind in a productive or at least semi fair way. Do you want poison max on your ancient plate set? GO AHEAD. Just lock your UV and keep rolling for a chance at that 1% max.
The current system is too random, and getting anything practical is a long shot to say the least.
