Is it possible to get orbs of a higher level on lower strata? I got an eternal orb from the Jelly King mission in normal mode, so would it be possible to get elite orbs from, say, snarbolax?

algorithms are the solutions to any problem.
the problem with loot in S4 is that it has a large tendency to drop 5* orbs and 3* crystals, which happened to me quite a bit of times. since 5* orbs are useless without 4* orbs, I generally advise to not run boss strata. I've found more profitable to run the arcade depths in S3 and early S4.
I'm not sure, but here's my guess. Each level of Orb has a preferred stratum on which it drops, as explained at the wiki page Rarity. However, there is also a chance for that Orb to appear on neighboring strata.
For example, 5-star Orbs (Eternal) like to drop on Stratum 5 and Stratum 6, but they also have a chance to drop on Stratum 4, including the Royal Jelly Palace.
4-star Orbs (Elite) like to drop on Stratum 4, so they can probably also drop on Stratum 3. You're asking them to drop on Stratum 2 (Gloaming Wildwoods), which is probably not going to happen much if ever.
