Have you considered using StackExchange, and why?

Basically it's a Question & Answer site where can make subdomains around specific areas, in the case of the above link, the Drupal forum software. The fact that posters have a reputation score next to their name allows you to decide at first pass whether their answer is trustworthy or not, that and the up-votes their answer has gotten.

algorithms are the solutions to any problem.

from what I've seen, games and sites use very different coding. one should study site construction from zero, and I don't know if OOO has the resources to hire someone for that.

Maybe they could ask SEGA whether they could loan a site designer?

I think their best chance right now is to hire someone from the playerbase to volunteer to do the job for in-game items (purple spiral anyone?). I bet my grave that SEGA is focusing on making a good Sonic game right now, after the boom fiasco, so they won't be listening to a little sub-company like OOO.
can someone check the puzzle pirates forum and see if the forum is in the same shape btw? I'm curious and it's also 1 AM here.

I think that's the one thing that player of Spiral Knights don't know/forget about. Three Rings has another game that they also have to provide for. So they must therefore prioritise and shift resources around. And considering that Puzzle Knights seem to be the more popular of the two I think Three Rings attention is focused more towards that. They even update the character portraits over there.
