You really shouldn't be surprised.
On the bright side, we probably should get some sort of playable event in not-to-long. Either something new, or a return of apocrea it looks like.
You can look at patterns in prize boxes and stuff on their news page. Most I can see between content updates is 4 spots, and this promo would be the 4th (not including the black kat event's box).
Seeing as we've only had Apocrea once so far this year, it'll likely be showing up again later in about a month I'd say, but I don't work for Three Rings so I can't say anything for certain.

Promotions are always going to occur, no matter what. This is something you likely should've gotten used to be now, considering how many promotions have come and gone since they've become more common. I swear, these threads are just getting made left and right to deliberately get the same responses "for the heck of it".
You're not obligated to purchase from them, yet just saying "FML" is making it appear as if OOO is forcing YOU to purchase from the promotion, when in fact... they're not. If you purchase from it, that's your own doing, and nothing more.
These things, as stated many times before by countless others, are there to spurce up the game while content is developed, and keep some profit going for them to keep the game afloat.
As for what Fangel said, an event might pop up sometime soon, whether it's "March of the Tortodrones," or "Shroud of the Apocrea", so there's that.
1).New promo every two weeks
2).People complain
3).Rinse and repeat
Get over it already.
