e.g. I type in "/tell Baanana-Baaaaananaaeerz Poke." and it says "Tell to Baanana-Baaaananaaaeerz failed: That user is not currently online."
It should be changed to something like "Tell to Baanana-Baaaananaaerz failed: That user does not exist."
Add a different message if someone enters a tell for a non-existent player

For a new offline message:
"PLAYERNAME's Comlink is offline"
"You hear static at the other end. Maybe they're away"
"PLAYERNAME seems to be asleep"
