I've heard they seldom spawn instead of normal ghost kats, does it work for all levels or only in candlestick keep?

I've heard they seldom spawn instead of normal ghost kats, does it work for all levels or only in candlestick keep?
They got like a 1% chance of replacing any given Kat. So a Black Kat could even pop up in Legion of Almire.
Candlestick Keeps just have the most kats in one level.
