Should be
Game-time is pacific time, as that's when prestige rotates. As such that should be when the black kats stop spawning.

If you look at the prestige missions, you see that there is none tomorrow. So I would guess that random black kat spawns also end. Do all of your farming today.
On the other hand, after the event is finished, you keep your Ancient Pages, Wicked Whiskers, etc. And you can always cash them in at Moorcroft? So there is no danger of missing a deadline (as happened at the end of Winterfest).
