In my 5 years of playing Spiral Knights (sporadically) I've never encountered this instance? What does it do when you place every statue (and a stack of books(?)) on it?

The books are just an interaction thing ("5 Ways to Appease Your Pit Boss", I think), but after you place all the statues on the 5 plates, materials, crowns(?), or a monster ambush spawn in the middle.

Isn't it a scenario room listed at the following page? Search through the page for the phrase "A suspicious looking fiend activity."

It is one of the several scenario rooms in the game, if you 'complete the ritual' either a trojan, 5 silkwings, crowns/heat, mats or pit bosses/devilities will spawn.
You should do more arcade.
Im pretty certain it's just decoration for that level
