How to Change Forum Profile Picture

I've noticed a bunch on people on the forum with different pictures for their profile, but I haven't figured out how to change mine. Is it because I use a steam account?

Click 'Forum Preferences' next to the search bar.

Click the 'edit' next to your account.

Choose a predesignated profile picture.
