Is the new trinket only obtainable from the Tier 3 treasure vault mimic, or can it be obtained at any tier level treasure vault?

Also, is there just one trinket, or different star levels of the trinket?

Side note: Looks like someone at Grey Havens is a luxury mechanical watch enthusiast, Tourbillon is a very fitting name
