Is it better to buy a UV weapon, which could be easier to find a specific UV, or should I mass produce for a possible and random UV? And are low boosts from UVs still useful? Is is still possible to get around well without UVs?

UVs are completely optional.

UVs are completely optional. Though, if I'm going to spend all the CR/CE to make a 5* item, I'd prefer to guarantee I have a UV on it that will be useful. You can get Low UVs off the Auction House for only a little more than it costs to craft the 1-2* item on your own. A Low UV isn't going to do much, but that is why their price is just above cost.

Crafting UVs yourself can be rather complicated, there are a lot of variables to consider to keep from just burning through your CR, CE and mats. I suggest looking for one you like on the Auction House for a reasonable price.

If you don't bother getting a premade UV item, there is a good chance you'll simply happen upon one heading up to 5*. Assuming the item's line starts at 2*, you have about a 40% chance to get a random UV.

I'm sure high UVs are good,

I'm sure high UVs are good, but what about medium? Low UVs seem to come up more often while crafting, so it might be easier getting the higher ones from auction, though it could be costly. So if I do go up to a 5* item, it will probably have a low UV, which I don't know if it's good or not...
