So, I went to a shock develite area, I had just killed all but 2 of the develites in the area, and then killed one of them. Then the other promoted himself to an overtimer! No joke! Lately, I have seen develites saying things during they're death, but the one that promoted himself said something to himself(didn't get to read it) and then got a promotion. It was in depth 9 of the golden titan gate.
