There was an update with the autogun a while back that you could move at 55 percent or so speed of your normal running pace while shooting an with an autogun, but this has not applied to me yet, why?

Complet Answer:
The strike needle must be craftet from the autogun, so that's why he's asking for autogun while the title is strike needle. Anyway, the strike needle has more range, less spread and won't pull enemies to you when you use charge attack.
To answer your main question: Pre-Patch you couldn't move while firing or reloading, now you can move while your reload the autogun / needle, but still can't move while you attack with them.
Anyway, it's not bad just because of this, it's my favourite weapon, cause it deals the most damage of every weapon in the whole game, even more than swords. Also the charge attack is one of the best ingame. Normally you deal 6 x 100% damage, charged you deal 15 x 125% damage, what exactly means you deal charged 312,5% damage in comparison to a standart attack.
To be honest, for example the 5-star sword of a friend of mine deals at the Fire Storm Citadel ~400 damage to the horse bosses there (has bonus damage), with my 4-star strike needle i deal charged more than 1800.

I can't help but notice that the topic of this thread is about the strike needle, but you're talking about the autogun... w/e.
Anyways, simply put, the strike needle and its parent gun disallow you to move while shooting and reloading.
