That's the main problem atm. During the preview, many of the gates had wolver stages so they dropped like flies. Iron gear, on the other hand, were much more rare.
With the current gates, iron gear is more plentiful (although with everyone crafting cobalt line that balances out). On the other hand there are like, 2 wolver stages among all the gates, one is in T1 and one is in T2.
You just described the entire plot of Sex and the City.
This is really more of a case of supply and demand. Everyone wants Wolver Gear, so combined with the shortage of beast levels, this makes it seem like its rare, when in fact the spawning amount is just fine.
If you really want to fix this, organize the guilds to guide their members and others to craft new elevators with an abundance of beast levels by controlling what crystal goes into the elevators.
kind pf hard to do that when the crystal drop rates are broken (i.e. all new gates being all fire or slime.)
The drop rate for Monster Bones is fine.
Try and craft armor that everyone in the entire game isn't trying to craft, you'll do a lot better.
Going to have to agree with Magnus.
I went from having no Monster Bones to having 12 just sitting in my inventory. The drop rate is fine. The problem was the insane demand completely dried up the player inventory.
Give the game more than a few days and the economy will start to stabilize.
The problem is finding Wolvers to kill for them. There is too much slime stages and not enough forest stages.
P.S. I now have the Wolver set.

I got three in one run. Just have to play the right levels and hope for the best.
