I've heard a lot of bad things about it, but why? Why do you think it's so bad?
Just tell me - with verified statements. Why not get it.

Let's just put it this way.
Normal Defense only Shield/Armor/Helm: BAD Ex. Omega Shell
Normal Attack only Weapon: GOOD Ex. Leviathan Blade

Well...
Heaps of people use Volcanic Plate Shield. In T3 most monsters' melee attacks deal some portion of normal damage so it will help a little. The high shield health is also okay.
But overall you want some kind of shield defense other than normal, as well as some status resists.
Also normal guns are horrible except against a certain boss' Mask phases (where you could use a Leviathan anyway).
It is normal resistance without any added bonus which means it sucks in T3. T3 monsters rarely deal normal damage so Omega is going to break very easily. This shield maybe only useful in T1 and sometimes in T2.
