This would allow devs to quickly and easily see what suggestions are most popular among the playerbase, as well as streamline short "+1," "this is awesome" type posts. Each forum user would be able to thumbs-up or thumbs-down each topic once.

Bear in mind that popularity of a suggestion doesn't necessarily make it a good one for Three Rings to do. Plus similar to what ufna mentioned, it could give a false impression of what will potentially make it in despite zero input from the developers.
I think it's more important for suggestions to be measured by the details posted by members, where the feature is explained and how it would be a good condition compared against counter points of why it wouldn't work so well and potential solutions. That's not the kind of thing you can take from a vote poll.

Good idea for a quick view of which issues the players are most concerned about. Three Rings should absolutely decide on their own merits what to accept and not, but it could be very useful to help them see which topics are getting the most attention.
I have a feeling that the energy topics would be dime a dozen and therefore not singly supported - the more unique suggestions would probably rise to the top, where they should be!

They seem to look at the
They seem to look at the fourms on a whim. Not often do even the simplest menu functions get implimented into the game. Like how nearly everyone wants the costume to be displayed when full inspect is off, and how turning full inspect on should keep it on.
Then you get into serious suggestions, that three rings just overlooks. Like this one. +1 for the effort, but I think this would really just help posters.
That would be great in theory. I guess what we'd really get though would be a bazillion votes for everything that has "energy" in topic name and everyone complaining why OOO is ignoring the "winning" / top suggestion (were someone suggested as a joke that energy should be replaced by magic potatoes that can be obtained by sending real potatoes to OOO via mail, but the title just says: "enerchie cheaper!!!1111" and noone actually read what's inside).
