If you move your mouse around on the report screen going up from Moorcroft or Emberlight with a Rose Regalia hat equipped, the feather will move.

It is fun to mess with, but
It is fun to mess with, but it struck me as a bug because nothing else on the report screen moves.
Anyway, it seems to work on other player's hats too. Just mouse around their feathers. ^^
haven't you thought of it as a feature?
