Yeah, I noticed this in the testing server on occasion with different equipment.
Shame that I can't take a screenshot of it (For obvious reasons), but I can certainly say I've noticed this as well.

Thats not a bug.
The game is penalizing you for not using mainstream armor like everyone else.

... also, it's not just the helm: Mercurial Mail has it, too, and its also red with an arrow pointing downwards, when you wear both and look at the combined stats box. However, it's just for the looks, imo.
And this red effect on each of my arms.
