If you are outside of the Locker Room in a Lockdown game, finished or not, and you join a party in the Clockworks Terminal directly from there, the game still believes you are 'in' Lockdown, and you are unable to switch Loadouts. Returning to Haven will not fix this either; you have to log-out/log-in.
