This only happens by chance, becuase you have to spawn with the right class for it to work.
If you spawn with guardian for example, and then get recon, you get the guardian health level.

Count your HP and make sure you didn't miscount or something. Guardian and Recon are pretty close in HP boosts and 20+ HP pips are really thin.
