Wiki say that [A forward swipe occasionally followed by 2-3 small explosions that can all inflict the shock status]
But my voltedge only do 0-2 small explosion...

The behavior isn't even
The behavior isn't even consistent among users though. Its been confirmed that all but the last explosion will happen nearly all the time, but the last explosion can occur anywhere between 90% to almost never. Some suspect it might just be a visual bug, but I don't know if anyone has done in-depth testing to check it.

All Brandish lines
As a collector of Brandish lines, I've had all barring the Voltedge (I'm not a PvPer), and I've never, ever, had 3 splashes from Acheron, Combuster OR Glacius. What annoys me most is that everyone else I know with a brandish line gets 3 90% of the time.

That was a problem for me back then.
Yes though, just try the charge at emberlight or whatever, you should get 3...eventually.
Voltedge 5* up to three explosions.
Voltedge 4* up to two explosions.
If your 5* weapon can only fire a maximum of two explosions then yes it is a bug.
