Forum posts need a "complaint button". If you think this suggestion needs further explaining, try entering your favourite insults in the search field and enjoy. You'll often find them in quite "interesting" combinations and the preceding reasons for those outbursts on their own at times are no better.

IMO, what forum needs is

IMO, what forum needs is typical forum form, having a home-grown one which simply resembles a crippled "standard" forum form is not the way to go. Just my personal opinion. Typical forum form has "complain" and many other possibilities, like... private messages... watched topics and many more.

Many companies (and not just

Many companies (and not just game companies) have "crippled" forums like this. I think it arises from the desire to keep the community centralised, but then having little to no experience actually coding for a forum, whereas the more popular forums are actually based on continuously refined forum packages, some of which are actually commercial.

I'd rather the game developers focus on their games instead of their forums, but I don't like poorly executed (I've never had to abandon an old account like this before--and how did hyperlinks disappear) forums either. I'm really surprised there's no report function on these boards.
