I think there are several active topics spamming about this alone right now, and it's starting to clutter off other subjects. Also, it is annoying, but that's a secondary concern.

They're not, near as i can figure.
I have seen occasional instances of swearing, but the personal attacks have not been so bad that I think they merit a ban (I've seen much, MUCH worse, so I may not be a good judge).
I really think that a new forum for Energy-related threads might be a bit much, but at the moment nobody really knows where to put them---the threads are kind of suggestions, but not really bug reports or technical issues. They're mostly complaints. So they end up in general discussion.
Maybe we do need another forum section.
I heartily endorse above suggestion.
