Oh, PLEASE no! That adds power creep, provides a new way to grief (or just accidentally hinder more competent allies), and takes away a quickbar slot that could be used for something else but that now rationally would have to be used as an extra health buffer. And it will only encourage the people asking for healing bombs by giving them a precedent to inspire them and/or point to. I really don't see any possible upside.
