Could you explain to me what is the point of "Mark PvP" or crossed & uncrossed swords?
It's only current equipment that matters (always marked for PvP) and I uncross all my loadout save including pvp gears.
With all uncrossed, I never accidentally enters the wrong tier when I join Lockdown.
It gets frequently and annoying to see tier 1 or 2 people jumping into tier 3.
The worst I've seen was 4 vs 4 tier 3, and 5 people are tier 2.

You can switch between loadouts DURING a PvP match, if they are flagged as PvP-enabled. So if you have a tier 3 loadout enabled, they have to put you in tier 3 (no matter what your current equipment), because if they put you in tier 1 or tier 2, you could switch to a 5-star loadout and be completely broken.
Unflagging a loadout allows you to play in a lower tier, or avoid accidentally switching to it, without needing to completely delete it.
I think most people who wear tier 2 gear in tier 3 are actually people who only have one set of gear, and have started upgrading it to tier 3 but haven't finished yet. Clockwork tiers are based on your weakest type of item, but lockdown tiers are based on your best item. If you have a single 4- or 5-star item anywhere in your loadout (even a trinket), you're tier 3 in lockdown, even if everything else is 0-star.
