+4000 as a base for

+4000 as a base for unbinding
+800 CE (biggest chunk of crafting 4-5 people tend to add on in their head)
+500 to 600 CE for a Med ASI UV
+Time to Level

5* Items with below UV typically go for 5 - 5.5k. Most people that want to get rid of it dump it at this price. Otherwise, it's really dependent on the UV thats associated with it.

1) For this gun, CTR > ASI.

1) For this gun, CTR > ASI. Basically, people would rather buy Autogun Med ASI at 30K CR or less than paying the unbind cost if he/she wants this UV.
2) 5000 - 5500 CE is a fair price range unless the UV is useful.

But your point about unbinding costs stand. I would consider (and did) pay a few thousand for an Autogun with the said UV, but I would not be willing to shoulder even *most* of the unbinding cost on a Blitz. Meaning that *I* would not be a buyer at 9k for a Blitz Needle with said UV because I want it, but not nearly enough to pay the entire binding fee of 4k on top of the my perceived "base value". For an item that's not only rare (every VHigh is) but also in constant demand I would be more willing to do so. And of course, there is also the whole area in-between: for anything with moderate demand, the buyer and seller could both bear more or less of the unbinding cost (for instance 2k each - reflected in the final price).

Finally, there is also the question of whether you want the CE ASAP (e.g. to bid on something else), or if you are happy to wait for a buyer more willing to pay a larger share of the unbinding costs.
