for some reason i cant buy CE i have bought some before using steam 2 times before and for some reason it wont let me buy and its really annoying saying stuff like your payment could not be processed due to a stray snipe in the gears. what the hell does that mean? is it true that i have to wait another month to by CE because i reached my limit i read that on the steam forums. that better not be the case....................... >.<

Limit is something like $200 a month I think, so I doubt you reached your limit. "stray snipe in the gears" sounds like a technical problem on their end so trying again might solve it. Otherwise send them a support email.

I had a similar problem
Back when the 2nd rose event came out, I tried getting some one day and couldn't.
I was under wat ever limit you guys say there is.
I just waited a day and got it the next day.
